REACH Metals Gateway

ECaBaM WS 4

The fourth edition of ECaBaM workshop took place in Brussels on 27–28 January 2026, bringing together experts to deepen capacity-building across the battery value chain. The workshop aimed to advance understanding of substances of concern (SoCs) in batteries, review progress on Phase 2 of the SoC study, and clarify data needs for identifying future restriction candidates. Participants worked in two breakout groups: one focused on prioritisation and information requirements for restriction processes, and the other on proportionality and socio‑economic assessment frameworks under the Batteries Regulation. Discussions sought to improve the quality, representativeness and coordination of stakeholder data, address gaps on exposure, emissions and recycling disturbances, and explore how regulatory decisions interact with circularity, strategic autonomy and critical raw‑material availability. The workshop also aimed to foster practical exchanges on risk management, lifecycle impacts, and methodological tools such as SpERCs, BREFs and SEA approaches. Overall, the event strengthened shared understanding of regulatory challenges, highlighted the need for more robust and harmonised data, and supported collective preparation for upcoming restriction and assessment processes.
