Registry of Intentions (RoI) until outcome

The Registry of Intentions (RoI) are public registries intended to make all interested parties aware of the substances for which a CLH restriction dossier or SVHC (Annex XV) is intended to be submitted. It can be accessed via the following 3 links:

The Registry of CLH intentions until outcome: lists the intentions received by ECHA for a new or revised harmonised classification and labelling of a substance. The proposals are submitted by the Member States Competent Authorities (MSCA) or by ECHA on request of the Commission (since CLP 2024), but also manufacturers, importers and downstream users. In July 2025, the database obtained 851 entries that can be found by filtering the list  on  https://echa.europa.eu/registry-of-clh-intentions-until-outcome. The displayed table allows to follow the progress of a proposal, from the notification of the intention to the finalisation of the opinion.

Note: It is important to regularly check the Registry of Intentions as it allows to prepare for commenting at a later stage, in the respective process. 

Once the classification proposals are submitted, a process of Public Consultation is started, in which industry and other interested parties may provide comments on the proposal. Based on the comments received during the Public Consultation, the CLH proposals are discussed in the Committee for Risk Assessment (RAC).

 

Registry of restriction intentions until outcome: a restriction proposal may be prepared by a Member State or by ECHA at the request of the Commission or on its own initiative, for substances in the authorisation list. In July 2025, the database contained 50 unique substances entries that can be found by filtering the list  on https://echa.europa.eu/en/registry-of-restriction-intentions. The displayed table allows to follow the progress of a proposal, from the notification of the intention to the finalisation of the opinion.

Once the restriction proposals are submitted, a process of Public Consultation is started, in which industry and other interested parties may provide comments on the proposal. Based on the comments received during the Public Consultation, the proposals are discussed in the following Committees:

  • Committee for Risk Assessment (RAC) for CLH and restrictions
  • Committee for Socio-Economic Analysis (SEAC) for restrictions

Note: It is important to regularly check the Registry of Intentions as it allows to prepare for commenting at a later stage, in the respective process. 

 

Registry of SVHC intentions until outcome: it aims to make interested parties aware of the substances for which a Substance of Very High Concern (SVHC) Annex XV is planned to be submitted to ECHA (by Member States or ECHA at the request of the Commission)

Once the SVHC proposals are submitted, a process of Public Consultation is started, in which industry and other interested parties may provide comments on the proposal. Based on the comments received during the public consultation, the proposals are discussed in the Member States Committee.
